Open your database in phpMyAdmin and locate the following two records in the core_config_data table:
web/unsecure/base_url
web/secure/base_url
Change the value of these two to match your IP. For example, http://YOURPHERE/~username/ (include the trailing slash). Clear your cache, and it should work. This for Cpanel hosting accounts on a shared ip. For a dedicated ip cPanel account delete /~username/
